Road Discongestion- Bicycle To The Rescue

(Reporting by Michael Nienaber; Editing by
The Federal Road Safety Commission (FRSC) on
Monday said that the commission would continue to
promote the use of bicycles as an alternative means of
transportation in the country.
Then FRSC Zonal Commander, Mr Luka Kinya, said this
at the formal launching of its annual 'National Bicycle
Week' in Osogbo.
Kinya, who is in charge Osun, Ondo and Oyo, said this
was being done aspart of its efforts to decongest the
roads.
The News Agency of Nigeria (NAN) reports that the
launch is the second edition of the programme being
pursued nationally by the FRSC.
He said the commission was partnering with the Osun
Ministry of Works, Youths, Sports and Special Needs
for this year's programme.
The zonal commander said the exercise was to
sensitise the public on the need to embrace and make
use of the bicycle as an alternative and safe means of
transportation.
He said it would be beneficial to the public to know
that riding a bicycle for 30 minutes every week would
give a person the chance of living 10 years longer than
some that do not.
He said bicycle riders also fall sick 25per cent less than
those who did not ride bicycles.
Kinya also said that bicycle riders save more money
compared to those buying fuel to drive a car.
He said members of the public would therefore benefit
a lot if they embrace the use of bicycle as a means of
transportation.
Dr Akinyinka Esho, the Permanent Secretary in the
Ministry of Youths, Sports and Special Needs, said the
state government was glad to partner with the FRSC in
keeping the people and roads safe.
Esho, who was represented by Mr LaiAdeshinyan, a
Director in the Ministry, said the campaign for the
people to embrace the use of bicycles would be
beneficial to the public in the long run.
He said apart from decongesting the roads and
reducing road traffic crashes, it would equally help the
government to map out bicycle lanes in their road
construction and rehabilitation projects.
He advised indigenes and residents of the state to
embrace the bicycle riding culture, saying it was a
cheap and cost effective mode of transportation.
NAN reports that the 'National Bicycle Week' is to run
from Dec. 15 to Dec. 20 in all the 36 states of the
federation NAN

How to Plaster a Wall in a Developing World

Plastering is the process of coating a rough surface of ceiling or wall with minimum of 16mm thick layer of paste which is the mixture of cement, sand and water.
The following steps can make up process for plastering:
Materials
Inventory
Survey
Cutting and Filling
Smashing
Spreading
Setting
Ranging
Edging
Scrubbing
Smoothing
Foaming

Materials: Basic materials in plastering activity are 1.cement 2.plaster sand 3.water.
Plaster Sand in developing country like Nigeria is a fine, loose sand with a sticky property which make similar to clay. The cement and sand are mixed usually in the ratio 1:4 i.e. 1 part of cement to 4 part of plaster sand into a sticky paste with water.

Inventory: hand tools such as hand trowel, range, range, scrubbing board, foam, hammer, plum, angle iron, sand filter are some of the tools usually used for this building operation.
Survey: This is the preliminary activities of accessing the surface to be plastered to ascertain the geometric existing state and compare with ideal state. This will help estimate amount and the nature of the plastering work to be done. The process shall as well assist in estimating the cost of the operation.
Cutting and Filling: This is a preliminary stage, where the protruding surface has to be cut and recessed portion of the surface has to be filled, to achieve uniform level in the surface to be plastered. This shall help reduce cost and to achieve aesthetic effect.
Smashing: This is the process of affixing the paste of plaster on the surface of the wall with the aid of hand trowel.
Spreading: This process involves spreading the smashed paste of plaster to uniformly cover the surface of the wall.
Setting: This process involves waiting for the plaster paste for about between 30 to 40 minutes, depending on the gauge of cement used in the mixture, to solidify a bit.
Ranging: This involves the use of wooden or metal range rod to grade the surface being plastered to achieve uniform level. This can be complimented by the use of plum.
Edging: Another technical area to look at in plastering is getting perfect edges of wall, columns and beams. This very important to avoid visual intrusion and poor aesthetics of the structure. The use of simple tools such as range and angle iron can be helpful in this situation. This stage

Scrubbing: This process involves the use of water and wooden scrubbing board to re-soften the surface in preparation for smoothening of the surface.
Smoothing: This is the process of smoothening the plastered surface with the aid of hand trowel. In some cases dry powdered cement may be used on the surface in the process of smoothening. The surface is then left for between 20 to 30 minutes in preparation for foaming.
Foaming: This is the process of applying the smooth scrubbing effect of foam on the plastered surface, after it has been left to set a little bit. This closes up tiny cracks that may have been so formed on the surface and removes the hand trowel marks that also may have been so formed.

War on Termites

Can you believe a termite can eat 24 hours a day, seven
days a week? I've NEVER met anyone THAT dedicated!
And they can GO THROUGH FRONT DOORS in any tiny
crack we can't even see.
This 79 page EBOOK of selected tips is too necessary NOT
to buy now!
DO YOU HEAR THAT MUNCHING AS WE SPEAK?
LOOK AT THE PRICE!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Termite
Even the mention of a termite can send terror into the
heart of a homeowner. Many people
know that a termite can cause huge damage to a home
and when you take one termite and add
it to another termite and then another and another and
another, you might find yourself with a
home that is not only unsound but extremely difficult to
sell and live in. Many people know
about the termite, but not many people know specifics
about this pesky insect.
A termite â€" also known as a white ant â€" is a member
of a group of social insects much like
regular ants. They most often feed on dead plant material
including wood, leaf litter, and soil.
The termite can cause huge damage to structures such as
houses, building, crops, and forests.
The termite superficially resembles an ant and is called a
white ant only because of their social
behaviors and similar size.
However, the regular termite is softer, whiter, shorter-
legged, fatter
and generally much slower moving. In actuality, a
termite is much more similar to the common
cockroach. Some experts feel like the termite belongs in
its own classification of insects instead
of being clumped together with ants in the Hymemoptra
class or a super order which contains
all of them called the Dictyoptera class.
The common termite has a biting mouthpart and their
soft bodies are rarely longer than one
centimeter in length. As a colony, they typically inhabit
dark nests and tunnels, only venturing
out when the winged alates emerge to leave their parent
colony, when constructing shelter or, in
the case of grass- and leaf-litter-feeders, when harvesting
their food. The alate is basically a
baby termite growing into a full blown termite and
getting ready to venture out into the world to
find their own food source to decimate!
As with ants, the termite resides in a colony along with
other termites. That is why they are
referred to as social insects. Termite colonies can
number anywhere from hundreds to even
millions of inhabitants. They work together to survive
and use self-organized swarm intelligence
to obtain food sources and sustain the colony.
Just as with ants, there is a certain hierarchy
within the colony. It is usually â€Å“ruled†by a queen
and there are workers, soldiers, nymphs, and
reproductive termites responsible for re-populating the
colony.
While a termite is a dreaded insect for most people, they
are easily recognized and easily
controlled when you know that you have a problem. If
you take the time to know about the
common termite, see the signs that you may have a
termite problem, and then take steps to
alleviate the problem, you will have much luck in
repairing the damage that these invading
insects can do.
What Are Termites
In the basic definition, termites are small, burrowing
insects that eat wood â€" especially damp
wood â€" and resemble small white ants.
But there’s so much more than that!
In actuality,
termites are social creatures â€" just like we are â€" that
live with a specific social order to take care
of the colony that they live in.
That’s right â€" there are actually levels of termite
hierarchy, just like in human life. Because they
are social insects, this type of setup works best for them
because they don’t possess the same
skills that we humans do in order to get things done.
But, get things done, they certainly do!
There are basically five levels of termites: the worker, the
soldier, the reproductive, the king,
and the queen. Each distinctive level has its own duties
when it comes to the colony. Termites
have long been referred to as â€Å“little white antsâ€,
and there are a few â€" very few â€" similarities
between the two species.
Ants also live in colonies with each level performing
specific functions within the community.
They all work together to make sure that they all live in
relative peace having food and
protection. Not so unlike humans, right? But termites as
well as ants can be damaging to our
structures which is why we don’t want them around.
That’s why we need to better understand how the
colonies work. When we understand this part
of their living environment, we can better combat them.
We are, of course, talking about
termites â€" which is what this book is about.

Termites and your Building

Termites are social insects so called because of their highly organised lifestyle. They start their lifestyle under the ground and continue to build their ant hill or mound using the soil obtained from below the earth surface. Termites ant hill/mound can be as high as 3m the hight of a bungalow building. The impact of their activity on the building is the when their mound/ant hill is very close to the building. This implies that the soil used in constructing the ant hill is withdrawn from the underlying subsoil supporting the foundation. This effect can eventually lead to collapse of the foundation structure under the effect of differential settlement. This can have subsiquent effect of wall cracking and strctural instability and aesthetic distortion of building.
Solution
If the building is to be left for a long period before the completion, it is advisable that the anthill development be diallowed.
It should be dimolished if already in construction and pesticide such as soligum be applied to kill the termites

Making Unpaved/Earth Road Motorable

Neighbourhood access road that constitute largest percentage of our transportation network are mostly unpaved with bitumen and concrete hard surfacing materials. This is largely responsible for instability and poor state of these road.
It can be said that the end in itself is accessibility via motorable and passable road while the means is road surfacing with stable materials.
My take on this is that it is practicable to achieve the objective of accessibility without necessarily having to spend huge money on road surfacing. Yes this can be done with adequate understanding and manipulation of surface construction of our unpaved road. A special treatment of landscape construction of unpaved road can offer us efficient motorable unpaved road.
For example take a good look at the picture in this post shows two unpaved road in the same neighbourhood. It can be observed that one is stable and passable while the other is rugged and rough.
The question is why do we have this situation.
The answer is the solution to the problem of poor state of unpaved road. Watch out for more tips on the solutions.

BUILDING CONSTRUCTION/MAINTENANCE COST ESTIMATE MADE EASY

Hi Friends,

You really want to start that home building project.

STOP!!!, until you have read this.
You care to know why?

You shall loose /waste your hard earned money
You may not be able to complete it as scheduled
You may not get the deserved quality despite the huge expenses spent.

From many years of experience as professional in the building industry, I have come to know that the major headache for would be home, building owners who want to build is the issue of COST.
How much will it cost me? Is the first natural question on the mind of would be home owner.
Imperfection is the nature of property market. Most available conventional estimate are nothing but a mere over estimate!. That's the fact, trust me. Not because concerned building professionals are wicked but because of too many uncontrollable factors active in the construction cost dynamics. On the other hand the non-conventional estimates too, most times are underestimate that would lure you into adventure of abandoned project. This scenario seems putting you between "frying pan and fire"
So what is the way out? Yes, the way out is information. Yes, that is what most practitioners would not want you to have. Even when you have it, they are coded and difficult for you to decode and understand.

But what if you are informed and got furnished with enough information that will put you in the right position to evaluate, estimate, or better still carry out the estimate yourself.

Yes this where this guide comes in, it has been a product of research on the ways to shorten learning curve and simplify teaching of non-professionals, the art and science of estimating building project. This is what is presented in this report with enough pictorial guides.

In this book you will understand everything that matters in the building industry. and its organisation.

Every development process from conception, documentation, and implementation to operations is covered summarized and simplified.

The overall building construction process is simplified and emphasis is placed on how coded information in building documents like survey plan, site plan, landscape plan, working drawings, structural/engineering drawing, can be decoded for the purpose of cost estimate.

A good insight into basic building operation is looked into.

Organisation structure into building industry is explained with attention paid to the role of various stake holders.

Practical tips on how to control and reduce cost of building construction are presented.

A glossary of occasionally used technical terms were also presented in the guide

Then, most importantly how different operation such as excavation, backfilling, concrete work, block work etc is estimated are explained with plain expression.

The guide is targeted at simplifying the technical concept so that non-technical people can easily comprehend technical issues. However, it also comes in handy for student, private property developers and professionals all alike.

This is introducing from me to you this amazing e-book
"Building Cost Estimate Made Easy" For professional colleagues this is your best guide in the practice. For you my non-professional friend this is your best guide for life. No more rip off from those heartless building workers.

SON:New Cement Standard in Nigeria

Housing is a basic need. Several lives are lost
annually in Nigeria through building collapse. A
number of factors are responsible for building
collapse.
According to the Standards Organisation of Nigeria
(SON), the factors include-inability to undertake soil
tests before erecting a building, faulty building
designs, mostly by non-professionals, wrong/
dubious construction practices – most times
leading to deliberate misapplication of building
materials and other corrupt practices, lack of
qualified supervisors or skilled artisans at building
sites and use of substandard material, e.g. cement.
Towards eliminating the menace of building
collapse, SON embarked on the standardization of
the basic inputs in building and construction like
iron and steel, roofing materials. Having completed
standardization in other areas, the agency set out to
review cement standard. It adopted a holistic
approach as to ensure that standards are
maintained in all spheres of the building process.
Following widespread protests over rampant
building collapse, the regulatory agency took the
commendable step of immediate response to review
cement standards in the country. The technical
committee of SON consulted widely with
stakeholders from all sectors including the Nigeria
Society of Engineers, COREN, universities,
researchers, builders, block makers towards
fashioning a suitable cement standard regime.
The stakeholders agreed
to streamline cement types, with 42.5 cement for
general purposes while 32.5 will now be restricted
to plastering work. Some cement manufacturers
kicked against the streaming saying it will lead to
loss of jobs in the industry. The primary concern of
all stakeholders should be elimination of loss of
lives from collapsed building.
SON's effort at reviewing cement type standard is
commendable as it will restore sanity to the
system. It will yield the same result as the efforts of
National Agency for Food and Drug Administration
and Control (NAFDAC) did in sanitizing the Nigerian
food and drug industry. Standardization is required
in all industries and sectors of the economy.
Without appropriate standards, a country will be
saturated with fake or substandard goods.
SON should be firm in ensuring that all cement
manufacturing companies adhere to the new
standard stipulated for the industry. The agency is
expected to come out with a schedule specifying
the period in which cement manufacturers are to
retool or reconfigure their equipment to meet the
new standard. Given the consequential loss of lives
and properties whenever a structure gives way, the
regulatory body should treat all cases of defiance or
non-adherence to the new standard as economic
sabotage with necessary sanctions handed to the
offending organization.
As a strategy of ensuring strict adherence, the
regulatory agency should have in place a series of
stringent sanctions and rewards for operators in the
industry. Producers meeting the standards are to be
rewarded while those not meeting the standards are
to be punished to deter others.
The desire by the House of Representatives to
strengthen the regulatory activities of SON and
eliminate building collapse informed the public
hearing on composition and pigmentation of cement
product.
Director General, SON, Joseph Odumodu at the
hearing, identified reinforcement bars and cement
in construction as two major culprits in building
collapse. He said, "In the last three years, we have
established a reliable quality system for bars and
so far we have not implicated this factor in any
collapse in four years. SON cannot give the same
assurance for cement. In carrying out our mandate,
we sampled and tested cement products at factory
and market levels as well as in mortar and concrete
applications."
Explaining why type 32.5 cement should be used in
plastering alone, he said: "Statistically, there had
been more collapses of buildings under construction
than old aged ones in the last 10 years. If this
frequency is juxtaposed in a milieu of
preponderance of type 32.5 which accounted for
over 90% of the cement in the last seven years, one
can make reliable deductions on the need to
proceed the way of restriction of type 32.5 cement."
The restriction of 32.5 ce
ment is appropriate as unscrupulous artisans will
use the same application and mixing ratio for 42.5
when using 32.5 therefore endangering lives.
Restricting 32.5 is in line with best global practice
as progressive countries have stopped the
production of that grade of cement. SON was only
drawing from best global practice and should be
given every support in the review of cement
standard.
When Nigeria was dependent on cement import,
SON stipulated 42.5 as the grade for import, building
collapse was rare but became common when
sufficiency was achieved in domestic production
where 32.5 cement account for high proportion of
the local production.
It is important to note that manufacturers of 32.5
grade cement have taken advantage of the high
level of ignorance of consumers in Nigeria. The
market prices of all types of cement have remained
the same irrespective of the grade, in spite of the
differential in cost of production.
The new directive from SON that 1/3 of cement
bags will now have information on the grade, uses,
date of manufacture among others will give buyers
knowledge of the product they are buying is a good
one. The public will no longer buy 32.5 cement at
the price of 42.5. But SON will need to increase their
surveillance and spot checks to ensure that
manufacturers do not bag 32.5 and label 42.5.
Instead of commendations, some cement
manufacturers are at daggers drawn with SON over
the new standards. They prefer the old regime
where anything and everything goes in the
construction industry. They disagreed with cement
type differentiation.
However, the Coalition Against Building Collapse
(CABCO) has risen in defence of the SON. In an
advertorial entitled:"Who is afraid of the new
cement standard?", CABCO said: "For years,
Nigerians have wallowed in ignorance, thinking that
'cement is cement' and any cement could be used
for any form of building project. It is not surprising
that numerous construction failures have been
recorded in Nigeria to which inappropriate
application of cement grade may have contributed a
lot.
"We are relieved that the SON has, in the interest of
the general public, reviewed the cement standards
in Nigeria in line with global trend. The new review,
we understand, stipulates the various grades of
cement and their applications."
SON has done a noble job in gathering stakeholders
and fashioning a new cement standard for Nigeria.
The agency is also embarking on a rigorous citizen
education and enlightenment campaign to inform the
public of the various cement types and their uses.
For SON, it is hoped that they will enforce and
maintain the new standard. The agency deserves
commendation for. And any manufacturer of cement
whose priority is not to milk Nigerians dry of their
hard earned money should embrace the standard.

STRAIGHT FROM MY HEART

Friend,
I have GOODNEWS, for you
Have you been without source of income.
Have been in JOB, (just over broke),
Have you been struggling to make income online.

Name it all, I have been there! Even recently I was scammed by one of
your so called GURU. But then I stumbled on this opportunity. I tapped
into it and could not believe what I have experienced so far.

Friend, if you have started thinking I am here to sell something to
you are wrong.
I have come to share information with you because it will be of mutual
benefit to US all.
That shows how a frank person I am. Believe me, if not I won't be
sharing it. I don't want to be like them that are out to deceive you.

There is a programme that accepts you free, and will not require a
DIME form you even after you have started making an income. I
stumbled on it by divine means ( I am religious) and was amazed to
discover Nigerians in top position in the programme yet little
publication is on it here.

The only cost you incur is your time, effort and cost of internet
connection(optional). I have been looking for a model like this for
the past six years. If your GURU get hold of this information you know
how much you will be charged.

I don't have moral justification to sell this info. Because I also
will benefit from it.
Just like the saying goes if you do good you do it for yourself.

Crisis of Harpharzard Neighbourhood Development in Lagos-Ogun State Megapolis, Nigeria

Crisis of haphazard neighbourhood development in Lagos-Ogun State Megapolis, Nigeria.

Introduction
The principles and practice of physical development planning in modern economy of towns and cities have set goal and objectives of achieving functional, economic and aesthetically pleasing built environment with little or no friction of pollution, urban infrastructure, decay and failure, traffic congestion, flood insecurity and health hazard.
This organization is known as the process of comprehensive community planning. It has four basic stages of statement of goals and objectives, basic research into problem identification, plan preparation and plan implementation.

A cursory examination of the case study of mega polis of Lagos and Ogun State suburb development reveals so many things that are left to be desired. Virtually at every stage of planning process. There has been a devastating deviation from the acceptable norm that has helped the developed world deliver optimum built environment.

From the Lagos end of the mega polis, emphasis has been so much on implementation without strict adherence to the Master Plan and Urban Renewal Plan. For instance it's a common place in Lagos, Nigeria to see planning agency granting approval for a redevelopment of an old site with old structure on it- even a family house- in a city centre. Such approval may be granted for a commercial building without any mitigating action on parking, noise refuse and waste disposal. Yet at the office the approval contains fictitious Environmental Impact Assessment (EIA) document supporting such development.

From the Ogun end of the mega polis the problem is more acute because it is not only occurring at the implementation stage but abinitio from the first stage of the process. No formal definition of goal and objectives for development at the special arrears such as zone sharing boundary with Lagos metropolis. No basic studies conducted. No Master Plan at least to the public knowledge, and where they exist no public participation or awareness and no urban renewal policy or plan.

Plan View of Zones within Lagos- Ogun Megapolis showing haphazard and poorly planned layout of neighbourhood.

Implications
Considering the flow diagram as shown above, it can still be observed that some efforts were made gearing towards implementation of some plans that must have been made in the past, such instrument is the old western Region " Town and Country Planning Law cap 123 of 1946- a classic example of building and housing codes and Land development Law (Roads) 1948 cap 106- which is a classic example of subdivision regulation. Another land instrument though not a planning implementation tool , but with planning implication is Land Use Decree of 1978, which is a classic example of Land tenure and reform instrument. In a major effort to develop modern uniform implementation tool, the federal Government enacted Urban and regional planning Decree 1992, which later transformed to an act of parliament. Various agencies at different level of government are charged with the responsibility of implementing the provisions of these above laws and instruments.

However, a cursory observation at the physical environment of our case study reveals environmental menace such as flood, traffic congestion, substandard structures, awkward road layout, power supply inadequacy, refuse disposal problems, drainage problems, housing shortage, pollution among many others like dearth of public services like schools, and hospitals.

A case of temporal distribution problem of traffic in Lagos Mainland Nigeria (Peak Period Traffic Congestion)

A case of severe flood in the peak of rainy season in Ogun State Suburb, Nigeria.
The question now is why we are having these problems.
In the first place it cannot be clearly affirmed that the status quo of planning process in Nigeria generally is as comprehensive as expected to be. The present states depict a one on one approach from various government administrations. No planning agency clearly engages in the process of formulating acceptable goal and objectives for future development within their planning jurisdiction.
Basic Studies. This stage of planning has suffered a severe setback, even with the advent of information age. Planning Research Institutions have been suffering from underfunding. The entering into the league of satellite launching country of Nigeria has not rightly made available planning data, policy and laws publicly available on website where such information can be easily accessible by the public. The basic planning data are not easily accessible to even professionals in built environment let alone members of the public. The main problem has been either no study or research has been conducted or the findings of such where they have been conducted are not publicly accessible. Major research parastatals either don't have website or information are not obtainable from their public domain. The concept of data "data bank" is still an ideal rather than a reality in Nigeria after more than two decades into information age. It is not a shocking
revelation to discover that agencies of planning research and planning implementation still run a flat file database system which has not even been digitalized. A simple form of relational database system of MS Access is not popular among many research institute. Even such big institutions like university have not digitalized their exams and record database system.
Plan Preparation: This stage too has suffered major neglect by successive administration in the two state of study. From Lagos end some plans were made as far back as 1946 during the colonial era. Also some urban renewal plans were also developed. The problem here again is that they were not reviewed at the end of their life cycle and new ones were not developed to guide the development of on the fastest growing mega polis in world. Rather Lagos government resulted to scheme development approach- a system of creating a prototype ideal neighborhood development project which is against the system nature of towns and cities. The scheme development approach is supposed to be a make shift solution and not a sustaining, permanent and comprehensive approach to development planning. The scheme development gave birth to various government residential estate such as Lekki, Victorial Garden City, Park View Estate, Magodo , Ogudu Ikeja, Omole, Jakandes and many
others. However, as we can see today, they constitute island of prosperity amidst ocean of poverty scenario across the city. Also the attendant traffic congestion that has resulted from these various schemes lends credence to the failure of this approach. The public infrastructure such as power water and waste disposal system failures are indicators of failures which are prevalent in these housing estate as a result of their inability to connect harmoniously which the rest of the city. Another problem emanate is the negative impact these schemes are having on the rest of the megapolis. Some of them constitute night desert syndrome- a condition of absence of night street activities which is causing security issues for the neighbouring community, some generated a lot of social unrest in matters relating to land acquisition, other are flood and solid and domestic waste polluters of nearby communities.
From Ogun State end the plan preparation activity seems to be in non- existence. Industrial scheme development was an impulsive response to the industrial need trend and spill over from Lagos State. The absence of plan preparation of the neglect of the state thereof are evident with spill over growth being experience along Lagos-Ibadan express way and Akute-Ijoko axis which has now come under rehabilitation and reconstruction.
Urban Renewal:
This is a comprehensive action plan directed at improving and rehabilitating decayed and obsolete district of a city. From Lagos end, urban renewal efforts have majorly dependent on successive administration. Various disjointed sections of the city depending on political will of the government of the day have been attracting investment towards city renewal. However, in the last six years of the present Lagos State administration, wide spread efforts that were devoid of selective approach were deployed to overhaul the infrastructure of the city. Road expansion projects, rehabilitation and improvement were embarked upon. Ikorodu axis, Lagos Badagry, Oshodi road terminal are examples. Massive Landscape improvement along major highways are noticeable. Major decentralization of major land uses such as markets . A remarkable feature of this effort is that it cuts across every section of the state irrespective of the importance or social status. However, it
brought so much hardship on the city population because it lacked a long term approach injected into it. Its implementation was hurriedly conceived without adequate formulation of goals and objectives, hence its social cost was enormous on the city dwellers especially the less privileged ones.
From, the Ogun State end, there was a devastating and reckless "do nothing" approach in the aspect of urban renewal even in the state capital- Abeokuta. The previous administration for more than a decade, allowed the infrastructures in the state to decay without any effort to improve especially in the areas sharing boundary with Lagos State, obviously for political and other selfish reasons. The areas were allowed to grow without proper development control because they were under grossly incompetent and ill-equipped local planning authorities jurisdiction e.g Ifo, Wawa, Agbado, etc. Encroachments on major acquisitions of both federal and state government are common place in these areas. Neighbourhood plots are majorly allocated by land speculators without any professionally prepared or approved layout plans. The scenario has got to the extent that even state government locates educational institutions on highway reservation and sites liable to
flood. Traffic within neighborhood can last as long as three hours in some cases e.g. Alagbole-Akute road.
However, there seems to be emerging some relieve with the advent of the present Ogun State administration in aspect of urban renewal. Major highway expansion projects are now being undertaking to the satisfaction of independent reasonable observers.

Plan Implementation. From Lagos end, the first culprits is lack of political will to implement plan provisions. This particular situation has resulted to activities of land speculators popularly known as 'omo oniles". These particular interest groups of the society are the native family title holder who has constituted themselves to local illegitimate authorities in land use and land title allocation. This menace cuts across the nation, but assumes an horrible dimension in Lagos and Ogun State. The origin of this mischievous dimension can be trace to Lagos, when after the federal capital territory status was move to Abuja, the family title holder who had lost their land to federal government acquisition approached the state government for their release. The state government granted such release with government gazette and some families even obtained legitimacy for their land by registering them to obtained Certificate of Occupancy in a company name.
These families no longer have recourse to obtain an approval or register their subdivision or layout plan before they begin to sell. As a result land development became haphazard and without any relationship with the overall development plan of the community. Standard practice of T-Junction, cul-de-sac, pedestrian walkway, sloip, setback, radial plots, lay-bys among many other standard subdivision practice that can yield functional and aesthetic neighborhood became things of the past. So many common sense land layout have produced awkward shape, narrow road close, drainage trap T- junction among many other ugly feature.

CONCLUSION AND RECOMMENDATIONS
Government needs to be reassured that planning function remains one of its major responsibities to the public. Government should not just see planning duties from revenue generation point of view only but from angle of social responsibility.. Hence, government needs to be alive to its responsibility.
Government needs to adopt a comprehensive development process approach to environment issues.
The four basic states of development planning process should be fully funded and practiced. The shortcut unscientific, one-to-one approach has not yielded dividend in the past and will not in the nearest future. We have the model of emerging economies such as Singapore, Malasia, South Korea among others to follow. Human settlement is just like human body, it must be formed first before we can put cloth on it for decoration. Decoration alone doesn't make a lady a beauty queen. Lagos and Ogun should know that construction is just a form decoration; development planning is what forms the body a town.
Activities of land speculators should be checked. No interest group should be above the law and the public interest.
Regional development policy to correct the imbalance growth across the nation should be given a pride of place. This is necessary to check the rural urban drift and overcrowding at the city centers.
The public need to be educated in matters related to real estate investment. There is need to understand prospects and constraints, when it comes to development potentials of land vis-à-vis returns in such investment. Some huge investment being made by members of the public in real estate are not as feasible as they are perceived. Such bullish trend on land and landed property attracts sharp reaction from supply end and results in sharp practices on the part of government and land speculator

50 ways to execute your building construction project at 40% reduction on conventional cost estimate

For overall project management use professionals with multiple backgrounds and bias within environmental field, or the ones who are qualified in one discipline but has bias or experience in other related fields, especially when you are looking for project manager .e.g. planner-architect, architect-engineer, estate surveyor-lawyer e.t.c especially the one who is in to project development management with at least 10 years of experience. This may help reduce consultation fees.
Visit the site with development consultant to know development implications of the land before you purchase.
Visit your proposed site during the peak of raining season or extreme weather season applicable to your geographical location to understand the condition of the site in such situation
the site is rapid slope make sure it is towards road direction except if the land is a corner plot bounded by two roads forming a junction
Visit the site independently to interact with the social environment and pick up any rumour concerning the ownership rights and disputes on the land. This is important if you are residing in developing world.
if you can use measuring tape, measure the land by yourself
You can get a government official in charge to help confirm if the land is free from government acquisition
if the land has a master layout plan sheet ask for photocopies
Upon completion of transaction on the land immediately take 1st step towards physical possession get your surveyor to put beacon pillars. If you can't afford a surveyor do it your self (it may not be accurate, yet it can be adjusted by a trained expert later.
10. Take second step of physical possession after the accurate dimension and orientation of the land is settled, by erecting dwarf "four corner" wall, physically demarcating the four points defining the boundary of your land
if you are digitally learned you can use the GPS feature of your smart phone like blackberry to know the geo-reference co-ordinates of the four points defining the boundary of the parcel of the land.- this is usually in longitude and latitude, however it can be converted to UTM format which is the industry standard. This can help in having access to so many web based cheap and free land information services.
Try and do the necessary title documents if you can afford it.
If you can't the best form of security on the land is physical possession.
If you can afford a survey do it and get registered with land information obtained on the land to ascertain if its free of any government acquisition
A further step into physical possession is to offload gravel or any other material that is not easy to evacuate. Such as blocks, granite and sand
When you want to start building operation, target at least backfilling stage of foundation.
Start during dry season, if the fund is limited; wait until next dry season to continue.
Before you start, write down your brief on the type of house you want and review it with your spouse and siblings.
Give your brief to your consultant design professional.
Be modest concerning the size of the building.
Be futuristic in your approach
Engage the service of 3d computer graphic modeling of your building project. It shall enable you understand and give a clearer picture of the proposed building project and avert wastage in terms of incessant cancellation of already erected structure.
Think of the possibility of converting the house to investment asset in the distant future.
Engage the service of professional at the foundation stage if you are building story building, and this also applies to the construction of the upper floor slab (decking) in story buildings.
Use direct supervision at the finishing level if you cannot afford professional.
get a rough idea on construction if you cannot afford the comprehensive cost estimate. Get cost idea on the stage you want to embark on e.g. foundation
Do not stock pile large quantity of cement that you are not going to need within a space of three months maximum.
If you have a secured space for storage you can buy materials such as sand granite, gravel, iron rods, tiles in large quantities
If available use the services of artisans with multiple bias and skills e.g bricklayer-tiler, carpenter-furniture-maker
Engage worker will directly do the work and not the one acting as an agent who will contract the job out.
Use 10mm iron rod instead of 12mm for your lintels (provided the window span is a standard one). The 10mm iron rods are more in quantity per ton (133nos). Lintels do not bear much load.
If you can get a good carpentry workmanship, you can make use of "fairly used" wood but not "spent out" wood, for pillars and lintels construction.
Engage artisans on recommendation of your consultant or close associate.
Insist that the formwork (wood used to contained concrete) be removed before it sets (solidified) and redress the deformation, this will save you undue cost at the plastering finishing stage and ensure delivery of good job.

Get the service of multidisciplinary outfit to do your construction building project management.

While the work is still in progress pebbles, broken blocks, rubbles are all reusable materials don't evacuate them from the site.

It is cheaper to get the floor levels accurate at substructure wall levels, rather than at floor slab level.

Insert every pipes for openings in the concrete before concrete casting work. It saves labour cost on concrete breaking.

Use smaller size of brick/block such as 100mm,150mm for non- load bearing wall. Use can use it throughout if you are contemplating a frame structure, a technique of supporting all the load of a structure with an integration of columns (pillars) and beam.

If you want to procure your building materials yourself from manufacturer, go through an accredited dealer of that manufacturer and ask for discounts. Else, you may be buying at uneconomical retail rate.

The relationship among three major factors affecting project management namely (1) cost (2.) time (3.) Quality must be balanced. IF Time is over- shortened THEN quality may be compromised ELSE cost may have to increase.

Be moderate in terms of the option you choose for finishing. Of course there many options.

Use cheap and alternative structural materials such as gravel, sand etc. for construction of non-critical load bearing element of the building, such as non-load bearing floors. Lintels, window hood etc.

Use high quality pressure pipe for all conduit pipe work and minimize joints and elbows designs.

Relate the design of the house to site, in terms of shape of the land, natural slope and natural habitat. Do not attempt to inject drastic change to the natural feature of the land.

Use DPM material to control damp, instead of very thick layer of expensive materials such as concrete and sandcrete.

If the site has constraints such as low bearing capacity, swamp, slope etc, consult qualified, talented and experienced professional, else refrain from extensive and unnecessary consultations.

Look out for site prospects, such as gentle slope toward public sewer, or access road, firm soil with high load bearing capacity, existence of valuable construction materials on or around the site such as laterite, sand , rubbles , stone rock trees etc.

Look out for economy of proximity in material procurement.

Allow for spirit of team work and the workers of various category.

BE courteous and considerate with workers
